The Order sets forth a process to ensure accountability for past misconduct, including a review of activities by departments and agencies over the last 4 years to identify instances where conduct appears to be contrary to the purposes and policies of the Order. The Director of National Intelligence is also required to review the activities of the Intelligence Community and prepare a report with recommendations for remedial actions. The Order emphasizes compliance with document-retention policies and legal obligations, and directs departments and agencies to refer instances of noncompliance to the Attorney General.
