The order suspends the U.S. Refugee Admissions Program (USRAP) until a finding is made in accordance with section 4 of this order. This suspension was effective at 12:01 am eastern standard time on January 27, 2025. During this period, decisions on applications for refugee status have been suspended.
The policy of the United States prioritizes public safety and national security, admitting only those refugees who can fully and appropriately assimilate into the country. The Secretary of Homeland Security is to examine existing law and devise a proposal to promote State and local involvement in the resettlement of refugees.
