The executive order pauses all US foreign development assistance for assessment and review of programmatic efficiencies and consistency with US foreign policy within 90 days.

The order requires department and agency heads to immediately pause new obligations and disbursements of development assistance funds pending reviews, which will be conducted under guidelines provided by the Secretary of State. The reviews will determine whether to continue, modify, or cease each foreign assistance program, and the Secretary of State’s concurrence is required for resumption of paused funding.
