RESTORING ACCOUNTABILITY FOR CAREER SENIOR EXECUTIVES

Within 30 days of the signing of this memorandum, agencies must adopt SES Performance Plans as issued by the Director of the Office of Personnel Management in coordination with the Director of the Office of Management and Budget. These plans will serve as a framework for holding career Senior Executives (SES) officials accountable to the President and the American people.

Agency heads are tasked with using all available authorities to reinvigorate the SES system, prioritize accountability, and ensure that SES members’ knowledge, skills, abilities, and mission assignments are optimally aligned. This includes reassigning agency SES members, terminating existing Executive Resources Boards (ERBs), and reconstituting new or interim ERBs with senior noncareer officials as chairs. The goal is to promote an SES of the highest caliber and ensure that government workers are accountable to the Nation’s needs and policies.
