On February 14, 2025, President Donald J. Trump declared a state of emergency in Kentucky due to severe storms, straight-line winds, flooding, and landslides that had caused extensive damage across the state. The president’s order authorized the Department of Homeland Security, Federal Emergency Management Agency (FEMA) to coordinate all disaster relief efforts aimed at alleviating hardship and suffering among the local population. FEMA was also authorized to identify, mobilize, and provide equipment and resources necessary for emergency measures to save lives and protect property and public health and safety.
In addition, the order specified that federal funds would be used to provide emergency protective measures at 75 percent funding rate. Mr. Jeremy Slinker of FEMA was appointed as the coordinator of federal recovery operations in the affected areas. The president’s action also authorized FEMA to identify and mobilize resources necessary for a successful response to the emergency situation in Kentucky.
