ENSURING COMMERCIAL, COST-EFFECTIVE SOLUTIONS IN FEDERAL CONTRACTS

This executive order aims to promote the use of commercially available products and services in Federal procurement. It emphasizes the importance of using existing solutions that are already available in the market, rather than developing customized solutions for Government needs. This approach is intended to reduce waste and costly delays, while also integrating innovations from private enterprises into government procurement. The order directs agencies to review all pending solicitations for non-commercial products or services and assess their compliance with the Federal Acquisition Streamlining Act (FASA). If a proposed application does not meet FASA requirements, it must be returned for additional research or action to identify potential commercial options. The order also requires agencies to provide annual reports on their progress in implementing its policies. Overall, this executive order is intended to increase the effectiveness and efficiency of Federal procurement by promoting the use of commercially available products and services.
