The Federal Emergency Management Agency Review Council shall be established to recommend improvements and structural changes to promote national resilience and enable effective disaster response. The council will consist of not more than 20 members, including the Secretary of Homeland Security, the Secretary of Defense, relevant agency heads, distinguished individuals, and representatives from outside sectors appointed by the President.
The council will advise the President on improving FEMA’s efficacy, priorities, and competence, as well as addressing concerns of political bias. The council will also produce a report for the President that includes an assessment of FEMA’s response to disasters, a comparison of FEMA responses with State and private sector responses, and recommended improvements to FEMA’s structure and functions.
