No executive orders were issued under the authority of President Trump.
However, President Trump did issue an Executive Order with similar content on January 17, 2025 (not 2023) that prohibits certain collective bargaining agreements from taking effect until after a new administration has begun. The order aims to limit lame-duck collective bargaining agreements that were finalized by previous administrations and attempt to constrain the new president.
The order states that no executive department or agency shall make a CBA governing conditions of employment in the 30 days prior to a change in Presidential administrations that creates new contractual obligations, makes substantive changes to existing agreements, or extends the duration of an existing agreement. The order applies to CBAs executed by subordinate agencies personnel, but not to those covering law enforcement officers.
