Strengthening the Suitability and Fitness of the Federal Workforce

This executive order from President Trump aims to strengthen the suitability and fitness of federal workers by delegating authority to the Director of Office of Personnel Management (OPM) to make final suitability determinations based on post-appointment conduct. The order also directs OPM to propose regulations that would require an employing agency to refer employees for suitability action before the director can take a suitability action. Additionally, the order requires that if the Director of OPM issues specific instructions regarding separation or other corrective action with regard to an employee, including cancellation of a personnel action, the head of the agency concerned must comply within 5 work days of the final decision.
